The Celestial Intervention Agency is a fictional organization of Time Lords in the Doctor Who universe. Very little is known about the agency except that they sometimes use the Doctor as an agent, for example in attempting to prevent the creation of the Daleks. Although fans often assume that the CIA is a clandestine agency, its existence is a matter of Gallifreyan public record and its influence is well-known, so it is less a secret agency than an agency whose operations are sometimes secret.
The name is a parody of the Central Intelligence Agency.
