The CCCI, a judicial system in Iraq, was established to serve and benefit the Iraqi people. The CCCI consisted of two chambers: an investigative court and a felony court. Each chamber operated in accordance with Iraqi law on criminal proceedings. Judges were appointed and fired by Paul Bremer, the former U.S. Administrator of Iraq. Candidates had to be an Iraqi national of high moral character and reputation, a non-member of the Ba'ath party, and demonstrated a "high level of legal competence." Appointed Judges were also required "to sign an oath or solemn declaration of office."
