First Lieutenant Charlie is a character from Capcom's Street Fighter series of video games.
According to his official biography, Charlie was born in America, with no date specified (possibly the mid-1950s). He stands 186 cm and weighs 84 kg. His blood type is AB. He can repair Harrier aircraft and possibly has a degree in psychology. He likes justice and Scotch whisky, and dislikes injustice. His distinguishing feature is a large forelock of blond hair.
Charlie is the previous champion of the US Martial Arts tournament that Ken Masters is the current champion of. He has tried to teach the men in his unit his ki-manipulation techniques (Sonic Boom and Somersault Kick), but by the time of his death, only Guile had shown any degree of mastery.
Because his death in Street Fighter Alpha 2 was retconned, Charlie is the only SFA2 character "unaccounted for." In Alpha 3, Charlie's drug-trafficking investigations led to an entity called "Shadowlaw." He tried to bring this to his superiors, but they buried the investigation. On his own, Charlie teamed up with Interpol special agent Chun-Li to take down Shadowlaw. Because the army brass was on the take from Shadowlaw, they sent Guile to stop him. Charlie and Chun-Li had just found Shadowlaw's ringleader, M. Bison, when Guile showed up, and Charlie convinced his subordinate to join him rather than stop him. They forced Bison to retreat into his headquarters, and the trio followed him.
Charlie and Guile went for the Psycho Drive while Chun-Li planted explosives around the base. Bison attacked Charlie and Guile, enhanced by the Psycho Drive, and would have obliterated Guile with a Psycho Crusher, had Charlie not grabbed him out of it. Charlie struggled with Bison and told Guile and Chun-Li to get out. They escaped and watched as Shadowlaw's headquarters exploded.
Charlie is presumed killed in action.
