The Harkin-Engel Protocol, also known as the Cocoa Protocol is an agreement signed by the cocoa and chocolate industries to eliminate child slavery in their field. It established a four-year timetable for all levels and segments of the cocoa industry to adhere to standards set by the International Labour Organization's (ILO) Convention 182, against the worst forms of child labour.

The agreement was signed on October 1, 2001 in the United States, with signatories and witnesses from industry groups, the United States and Ivory Coast governments, the ILO, individual unions, and activist groups. It draws its name from United States Senator Tom Harkin and United States Congressman Eliot Engel.
