Contact is the fictional group that exists within the civilisation of The Culture (as portrayed within Iain Banks science fiction novels). It generally commands the careful intervention of other species' societies which is the Culture's speciality. However, during the Idiran-Culture War, it played the role of the military.
Within Contact exists another organisation - Special Circumstances which are the very best of Contact members, and deal with those events that Contact is not equiped (morally) to handle. During the war, Special Circumstances took the role of military intelligence.
