The Cook Partisan Voting Index indicates how much more Democratic or Republican a district performs compared to the nation as a whole.

It was originally developed in 1997 by the Cook Political Report, a nonpartisan review of national and state races, working with Polidata, a political statistic analysis firm. They based their analysis on the 1992 and 1996 presidential voting patterns for each congressional district.
