The Honourable Elinor Caplan, P.C. (Born May 20, 1944 in Toronto, Ontario, Canada) was a Canadian politician and businesswoman. She was a Member of Parliament for the House of Commons representing the Liberal Party in the riding of Thornhill, Ontario.

She served in the Cabinet of Ontario during the David Peterson era, most notably as Minister of Health. She represented the electoral district of Oriole, and was succeeded by her son David Caplan, who later also served in the Cabinet of Ontario under Dalton McGuinty
