Dictionary explaination
To frolic means to be playful, merry, fun, or carefree, or to act jokingly.
Webster's dictionary dates the word "frolicking" to 1593, and without etymology, defines it as
amusing oneself, and playing and running about happily. WordNet defines it as boisterous play.
History of frolicking
Since the beginning of time, people have enjoyed playful activity, especially while splashing around in lakes, oceans, and rivers. With the invention of aquaducts, by the Romans, water fountains began to appear in the city core. Whether intended for drinking, or just for architectural aesthetics, such fountains also became places to frolic in.

Environments, such as water fountains, tend to invite plaful fun activity.
Frolicking complex
Larger spaces, specifically designed for frolicking, including waterparks, splash playgrounds ("spraygrounds") and splash pads.
Some municipal swimming baths also invite frolicking, by including such features as a mushroom shower, a waterslide, or a cement tower (platform) which people can climb up, so that they can enter the pool from a height, sufficient to produce an additional thrill factor, and additional splash factor. Moreover, some such cement towers have a long stretch that bathers can run along, at the high elevation, so that they have a great forward velocity, as well as the downward velocity at time of impact with the water.
