Gosplan (Госпла́н) was the committee (ministry) for economic planning in the Soviet Union. It was created on February 22, 1921 by the decree of the Sovnarkom of the RSFSR. The word "Gosplan" is a shortcut for Gosudarstvenniy Komitet po Planirovaniyu (Государственный комитет по планированию, State Committee for Planning).
Initially Gosplan had an advisory role, but with the introduction of five year plans it became primarily responsible for their creation and supervision according to the outlines set by the Party. Throughout Gosplan's existence, it was headed by prominent members of the CPSU, such as Gleb Krzhizhanovsky (1921-1923, 1925-1930), Alexander Tsuryupa (1923-1925), Valerian Kuibyshev (1930-1934), Valery Mezhlauk, (1934-1937), Nikolai Voznesensky (1938-1949), Aleksei Kosygin (1959-1960) and others.
