18. Bani Suwayf
19. Bur Sa'id
20. Dumyat
21. Janub Sina'
22. Kafr ash Shaykh
23. Matruh
24. Qina
25. Shamal Sina'
26. Suhaj

Most governorates have a population density of more than 1000 per km², while the three large ones have a population density of less than 2 per km²
