Plot summary
After a failed hostage situation which resulted in the death of a child, LAPD hostage negotiator Jeff Talley leaves Los Angeles and his family to become police chief in Bristo Camino, a small hamlet in Ventura County, California. Talley finds himself in yet another hostage situation when two teenagers and their mysterious accomplice Mars Krupchek, take a family hostage after a failed robbery attempt. Unwilling to be in yet another life or death situation, Talley hands authority over to the Ventura County Police Department and leaves the scene.
One of the hostages turns out to be working for Tony Benza, a crime overlord whose influence falls over the entire West Coast. The house contains digital information which could be used against Benza as evidence. Upon learning about the hostage situation, Benza kidnaps Talley's wife and daughter. Talley is then blackmailed into obtaining the evidence, but Talley learns that Mars is a serial killer, who could turn on the hostages and his own accomplices at any moment.
