Human Resources Development Canada (HRDC) was a department of the Cabinet of Canada. It was divided into two departments, Social Development Canada and Human Resources and Skills Development Canada, by Prime Minister Paul Martin in 2003

The ministry was first created in 1993 as part of Kim Campbell's attempts to decrease the size of the federal cabinet, its creation was probably the most lasting action taken by her short-lived administration. It merged many of Canada's social programs into one department. This new department had one of the largest budgets and wide ranging responsibilities. The ministry became famous in 2000 for its poor accounting practices when the Canadian Alliance alleged a billion dollars worth of employment grants could not be accounted for. The ministry was dissolved mostly because of the lasting taint from this scandal. See also 2004 Canadian sponsorship scandal.

HRDC was based, and its successors still are, at the government facilities at Tunney's Pasture in Ottawa.
