Serbia and Montenegro consists of two states, Serbia and Montenegro.

Serbia has two provinces:

Independently of this division, Serbia is further divided into 29 districts (okrug) and the city of Belgrade.
Each of districts (and the city) is further divided into municipalities (opština).

- Moravički okrug (Moravica District), with seat in Čačak

- Severno - Bački okrug (North Backa District), with seat in Subotica
- Severno - Banatski okrug (North Banat District), with its seat in Kikinda
- Srednje - Banatski okrug (Central Banat District), with its seat in Zrenjanin
- Sremski okrug (Srem District), with its seat in Sremska Mitrovica
- Šumadijski okrug (Sumadija District, with seat in Kragujevac
- Toplički okrug, (Toplica District) with its seat in Prokuplje
- Zaječarski okrug (Zajecar District), with seat in Zaječar
- Zapadno - Bački okrug (West Backa District), with its seat in Sombor
- Zlatiborski okrug (Zlatibor District), with its seat in Užice
Some political parties in Serbia (notably Democratic Party of Serbia and Sumadija Coalition) propose creation of new administrative units of Serbia. According to these proposals, Serbia would be divided into 6 regions: Vojvodina (capital city: Novi Sad), Kosovo (capital city: Pristina), Sumadija (capital city: Kragujevac), Podunavlje (capital city: Nis), Podrinje (capital city: Uzice) and Belgrade City Region.
