Keystone City is the current home of the Flash, Wally West. It has been described as 'the blue collar capital of the United States'.
It is located somewhere in the American Midwest, near the Kansas/Missouri border.
Because of the presence of the Flash, the city has attracted a superhuman criminal community known as 'the Rogues Gallery' which has included Captain Cold, Captain Boomerang, Gorilla Grodd, Professor Zoom, Mirror Master, Weather Wizard, Girder, and Peek-a-Boo.
Over the years, many of the Rogues have fluctuated between crime and crimefighting. With the events of the recent 'Identity Crisis' crossover, it has become apparent that this is due to the actions of the brainwashed supervillain known as the Top.
