LEPRecon is a division of the Lower Elements Police (LEP) in the fictional Artemis Fowl series, written by Eoin Colfer. The division deals with reconnaissance work. In the underground world of the faeries, most reconnaissance entails tracking down fairies who wander where they shouldn't, particularly away from the secret fairy civilization of Haven and onto the surface of the Earth.
The main advantage held by the fairies in general and LEP in specific is a more advanced technology. They use this technology to escape notice by humans, whom they call Mud Men and consider a nascent threat to their civilization. The main duty of LEPRecon often involves containing and erasing any knowledge of fairies that humans gain. The department has been established for centuries, and LEPRecon is implied in the story as the origin of the human word leprechaun.
Characters
Listed below are some of the main characters in the Artemis Fowl series who are directly connected with the LEP.
Captain Holly Short is the female protagonist of the series. She is the first female LEPRecon officer in history. Her position makes her conduct and success very important to future generations of fairies. She is quite capable and highly talented.
Commander Julius Root is a high-ranking official in LEPRecon. He is often angry, and earned his nickname of Beetroot from the general red appearance of his face. Though he is often careless with the way he verbalizes situations, he really cares about the people he works with, especially Holly and Foaly. With Foaly he has shared a love-hate relationship for years upon years. Holly, on the other hand, has become like a daughter to him. He pushes her because he loves her like a daughter and wants to see her succeed and knows what a scrutinized situation she is constantly in.
Foaly is a centaur who knows every button to push in order to get on everybody's nerves, but also cares about people and will usually help those that he cares about, even if it goes against orders. He is in charge of all of the technology that is used by the LEP, he also is responsible for monitoring human communications and activities. He is extremely knowledgeable about both fairy and human systems and also has a lot of general knowledge, but at times seems to severely lack social sense. He is a close friend of Holly.
Trouble Kelp is also an LEP officer who is the same rank as Holly. Holly and Trouble seem to have known one another for quite some time, as they went to the Police Academy together. Trouble has a younger brother whom he greatly outranks. He loves his brother and wants to protect him but has a tendency to get very annoyed by him. Trouble wasn't originally named Trouble; he notoriously changed his name to Trouble after his graduation from the Police Academy.
Grub Kelp is a LEP corporal and the younger brother of Trouble Kelp. He is appears to be terrified of almost everything and takes offense easily. He often threatens to tell their 'Mummy' about the menial aspects Trouble that bother him. He is notorious for wanting his Mummy and single handedly defeating Butler, the most dangerous human the fairies have ever been in contact with. According to Holly, Grub's war story is actually just the story of Butler throwing him back as a fisherman would a minnow.
Briar Cudgeon is a former friend and current arch enemy of Julius Root. He tries to make himself look good in order that he will become part of the fairy Council, a very prestigious and powerful political group. He assumed the rank of Commander during the Artemis Fowl crisis, only to have it usurped by Root when his plans were unsuccessful. He is at the root of the majority of the events of The Arctic Incident, along with his partner in crime, the Opal Koboi. Cudgeon apparently dies at the end of the Arctic Incident.
