Lower Elements Police - Definition and Overview

The Lower Elements Police is a fictional law enforcement organization of the fairy People, who live in the Lower Elements (underground) in Artemis Fowl book series. They are usually referred to as the LEP.

Characters in the LEP include Holly Short, Julius Root, Foaly, and Trouble Kelp, among many other, less pivotal characters. The LEP is a important part of the plots of the Artemis Fowl books. In the first book, called Artemis Fowl, one of the few female LEP officers, Holly Short is kidnapped by Artemis Fowl, a criminal mastermind who is twelve years old at the time.
