MANPADS stands for "Human-Portable Air-Defence System" and typically refers to shoulder-launched surface-to-air missiles such as the FIM-92 'Stinger', 9K32M 'Strela-2' (SA-7), RBS-70, 9K36 'Strela-3' (SA-14), 9K38 'Igla' (SA-18) and 9K310 'Igla-M' (SA-16). They typically use infra-red guidance and can be a threat to low-flying aircraft and helicopters. Possession, export and trafficking in such weapons is typically tightly controlled due to the threat they pose to civil aviation, especially in the hands of terrorists.
