Magical nyan-nyan Taruto(魔法少女猫たると) is a Japanese anime television series, which works on two levels, one for kids, one adults.
"Nyan-nyan" means "meow-meow." So the heroine is a "magical meow-meow girl."
Since Japanese often refer to things by the sound they make this can also be translated as "magical cat girl"
