An effectively defunct UN body, the Military Staff Committee is established by articles 45-47 of the UN Charter. It consists of representatives from the military staffs from the 5 permanent members of the UN Security Council. These staff are supposed to plan UN military operations. Although these powers still officially appoint members from their military to the Military Staff Committee, in all its 50+ years of existence it has never actually done much. Mostly, this has been because during the Cold War, serious military planning co-operation between the US and its allies and the Soviet Union was unthinkable.
