First period, 1918 – 1929

  • Andres Larka (February 24 – November 27, 1918)

Andres Larka escaped to Finland in September 1918 during German occupation which began on February 25, 1918 in Tallinn. Estonian government was restored in power on November 11, 1918.

  • Konstantin Päts (November 27, 1918 – May 8, 1919)
  • Otto Strandman (May 8 – November 18, 1919)

In some sources Otto Strandman's term is given as beginning on May 9, 1919. This is the date of first meeting of his government. May 8, 1919 is the correct date of his election.

  • Nikolai Reek (2nd time, October 12, 1939 – May 8, 1942)

Nikolai Reek was prisoned on March 12, 1941 during the first Soviet occupation, which began on June 17, 1940 and he was executed in Russia.

Underground Minister of War during German WW II occupation, 1943 – 1944

  • Johan Holberg (December 1, 1943 – September 18, 1944)

Johan Holberg was appointed Minister of War confidentially during the German occupation. He was also appointed Minister of War in the Otto Tief's government on September 18, 1944, at the end of German occupation, but he refused to assume his post and this appointment was annulled. On this cause Otto Tief was also appointed acting Minister of War of his government. He was prisoned by Soviets on October 10, 1944, but technically maintained his post until appointment of the first government in exile, on January 12, 1953.

A new government was appointed on September 15, 1992 in Nõmme, Estonia in order to avoid transfer of credentials of the government in exile to the successor state of Estonian SSR before the actual end of Russian occupation.

  • Johannes Mikkola (April 23, 1993 – January 31, 2002)

Johannes Mikkola was appointed on April 15, 1993, but he assumed his post on April 23, 1993.
