Minnesota's governor, Jesse Ventura, was elected by only 37% of the vote.

Ventura ran under the Reform Party, and successfully beat candidates from the generally stronger parties: Republican's Norm Coleman and DFL's Hubert H. "Skip" Humphrey III

Minnesota elects by plurality doesn't have any threshold support requirement or a runoff process.

Since Ventura considered himself centrist, it is likely he may have also won a Top-Two_runoff process, but we'll never know.
