North Carolina's Congressional districts number 13. The state gained an additional district in 2002 as a result of regular reapportionment following the 2000 census.
1st District

The 1st district seat was held by Democrat Frank Ballance during the 108th Congress until his resignation on 8 June 2004. Ballance was succeeded by G.K. Butterfield in a special election held on 20 July 2004; Butterfield, a Democrat, was re-elected to the seat in November 2004.
