Regions of Peru - Definition and Overview

Peru's territory, according to the Regionalization Law which was passed on November 18th, 2002, is divided into 25 regions (regiones; singular: región). These regions are subdivided into provinces, which are composed of districts. There are 180 provinces and 1747 districts in Peru.

The area occupied by the city of Lima and its surroundings is called Lima Metropolitana (Metropolitan Lima), and is not politically part of any region.

The former departments

Peru was divided into 24 departments (departamentos; singular: departamento) until the creation of the new regions in 2002. These departments were identical to today's regions, with the exception of three new regions (Lima Metropolitana, Callao and Lima Provincias). Before the 2002 change, both the cities of Lima and Callao were part of the Lima department. When the regionalization law was passed, these cities separated from the deparment, creating the new Lima Metropolitana and Callao regions, respectively. The rest of the Lima department formed the new Lima Provincias region. Many persons still use the old departamentos term when referring to the current regions of Peru, although it is now obsolete.

Failed decentralization efforts in the 1979 constitution mandated the creation of regions to function eventually as autonomous economic and administrative entities; 12 regions were constituted from 23 of the former 24 departments – Amazonas (from Loreto), Andres Avelino Caceres (from Huánuco, Pasco and Junín), Arequipa (from Arequipa), Chavín (from Ancash), Grau (from Tumbes and Piura), Inca (from Cusco, Madre de Dios and Apurímac), La Libertad (from La Libertad), Los Libertadores-Huari (from Ica, Ayacucho and Huancavelica), Mariátegui (from Moquegua, Tacna and Puno), Nor Oriental del Marañón (from Lambayeque, Cajamarca and Amazonas), San Martín (from San Martín) and Ucayali (from Ucayali). Formation of another region was delayed by the reluctance of the former constitutional province of Callao to merge with the department of Lima. The regions had to assume major responsibilities because of inadequate funding from the central government, and organizational and political difficulties. This political division was never successful, and its implementation was cancelled.
