The SS-24 Scalpel (NATO designation) or RT-23 was an MIRV ICBM that was cold launched, and came in silo and railway car based variants. It was a three stage missile that used solid fuel and thrust vectoring for two stages. It had 10 warheads. The missile is banned under the provisions of START II.
