Same-sex marriage is not allowed in any Eastern Orthodox-majority nation, including Romania. In Romania, homosexuality was banned by the Communist authorities. It was legalised in 1996, and the last anti-gay law was abolished in 2001 under pressure from the European Union.
Presidential candidate Traian Băsescu said he would legalise same-sex marriages if he was elected president -- which he indeed was, after a run-off in December 12, 2004, against Prime Minister Adrian Năstase, who headed the Social Democrats. (See Romanian presidential election, 2004.)
If Băsescu fulfills his promise, Romania will be the first country in Central and Eastern Europe to legalise same-sex marriages. Note, however, the Poland is expected to soon legalise same-sex civil unions.
It is also worth noting that one of the former United States Ambassadors to Romania, Michael E. Guest, is an openly gay man. He resided together with his domestic partner at the American Embassy in Bucharest until 2004 when his appointment by President George W. Bush ended.
