The plot concerns a rural community in 1799, where inhabitants are being decapitated, and their heads taken. The locals believe a ghost, the Headless Horseman, is responsible, but Ichabod Crane, a constable sent to investigate from New York, only believes in science. He is eager to find the murderer and prove his scientific methods' worth. He discovers that there really is a ghost, but must find the human force behind it before more heads roll.
