A technical government is a non-party government made up of unelected 'technocrats' such as civil servants, magistrates or experts from outside the political circle such as bankers instead of members of the country's legislature. They are usually formed when it is impossible for a government to be formed until new elections are held in order to ensure administrative functions are carried out. In many countries the constitution precludes the formation of technical governments.

An example of a technical government is the government of Italy led by Carlo Azeglio Ciampi, a former governor of the national bank, from March 25 1993 until May 1994, or Lamberto Dini's government which held office from January 1995 until April 1996.
