Tim Spicer is a former Lieutenant Colonel in the Scots Guards and the head of the private security company Aegis Defence Services. He is the former leader of Sandline Corporation, a mercenary organization that closed in April of 2004. As the leader of Sandline, Mr. Spicer was involved in running guns to Sierra Leone in violation of the UN arms embargo, in the so called Sandline Affair in the United Kingdom. It is believed that the British as well as the US government might have been involved in the scandal. Sandline also had ties to the South African firm Executive Outcomes.
