Two-in, two-out - Definition and Overview

In firefighting, the policy of Two-in, Two-out refers to the fact that firemen should never go into a dangerous situation in a fire or rescue situation alone. There should always be two firemen together and one of them cannot come out of the situation or building unless both do.
This is the equivalent of the Buddy system used during Scuba diving.

Two-in, Two-out also refers to the minimum number of four firefighters to constitute a brigade and to man a fire apparatus. Two firefighters enter the building to make a rescue and/or extinguish the fire and two firefighters remain outisde as a rapid entry team and/or to perform fire control. The rapid entry team (R.E.T.) should be fully bunkered out (in bunker gear) and have their breathing apparatus (SCBA) donned and ready to go inside.
