A fictitious city of from H. P. Lovecraft's dream cycle, appearing in stories such as The Dream-Quest of Unknown Kadath and The Cats of Ulthar. Cats are highly regarded in Ulthar. One who harms a cat risks harsh penalties.
Ulthar is also the name of an Elder God.
